Mental Health & Recovery Service Board of Lucas County, Ohio, (“MHRSB”) is responsible for planning, funding and evaluating treatment and prevention services for people who experience alcoholism, drug addiction and/or mental illness in Lucas County in the northwestern region of the State of Ohio. The Board’s mission is to enhance the well being of Lucas County residents by promoting mental health, preventing substance abuse and facilitating a process of recovery for persons experiencing mental illness and/or alcohol and other drug disorders. Its vision is a community that empowers individuals and families impacted by drug and alcohol abuse or mental illness to recover. MHRSB’s system of care includes over 25 providers who serve over 21,000 Lucas County adults, youth and children with direct treatment for mental health and substance abuse issues; allocation budget of $62MM. Executive Director reports to an 18-member Board of Trustees whose members are appointed by ODMH, ODADAS and the Lucas County Commissioners. This executive supervises Associate Executive Director-Business Operations & Strategic Planning, Director-Child & Adolescent Services, Director-Quality Improvement, Director-Adult Services and Administrative Secretary with dotted line management of the Chief Clinical Officer; total staff of 15 FTEs.
Key relationships: representatives of all agencies that contract with MHRSB; government agencies in Lucas County; partnering with community leaders from business, healthcare and other nonprofit organizations.
Ideal candidate has vision and ability to function as a strategic leader. Experience may include top executive of a publicly-funded, comparably sized mental health or substance abuse organization or #2 executive in a larger organization. Alternative experience: executive position in a health care specific or social service nonprofit organization or related state, county or municipal agency with an emphasis on community health issues. Experience in heavily populated community/urban setting strongly desired. Bachelors required; advanced degree preferred.

NAMI Ohio: Executive Director
Position Description
The NAMI Ohio (National Alliance on Mental Illness of Ohio) mission is to provide support, education and advocacy for individuals and families affected by serious brain disorders. With its 55 affiliates serving nearly all of Ohio, it is a successful grassroots organization that not only supports families and individuals, but also has a winning history of affecting public policy and legislation regarding care and resources for those with mental illness. NAMI Ohio ensures that individuals with mental illnesses and their families are represented in places where decisions are made.
About the Candidate
NAMI Ohio is seeking an experienced professional to represent our agency as the State of Ohio’s voice on mental illness. The Executive Director manages and directs all operations for the Board of Directors. NAMI Ohio is responsible for assisting our 55 community affiliates and for representing over 550,000 citizens of the state and their families who struggle with stigma, discrimination, and challenges in receiving life-saving care. The Executive Director reports to a 27-member statewide Board of Directors and supervises all staff needed to accomplish the NAMI Ohio mission. The Executive Director serves as the top administrator of the organization with responsibilities to oversee and implement the policies and procedures developed by the board of directors.
The ideal candidate is currently serving or has previously held a top executive position of a human service organization and no less than five years in a senior or leadership management position. The person chosen shall have the knowledge and the personality to aggressively present the advocacy messages that best serve the families and consumers of mental health care throughout the state of Ohio. The candidate will have excellent interpersonal skills, be a consensus builder, a team player, and have a strong understanding of financial management and fund raising. The ideal candidate would have a master’s degree or the equivalent via demonstrated leadership history. Finally, although not required, individuals with personal experience dealing with the issue of mental illness are encouraged to apply.
Powers and Duties Generally
The Executive Director shall:
• Initiate and direct the development of policies for board approval. All policies must be consumer driven and developed for the specific purpose of enhancing the services made available to NAMI Ohio membership.
• Research, develop, and present adequate information to help the Board of Directors reach sound decisions and establish appropriate policies.
• Ensure increased development of an outreach and engagement strategy to include underserved communities historically not included in the NAMI Ohio affiliate family.
• Direct administrative staff members in their assignments and duties and be responsible for compliance with all personnel policies.
• Assure that the NAMI Ohio financial system meets the highest accountability standards. Ensure that the financial system is managed within the budget guidelines established by the Board of Directors and be accountable to all funding sources.
• Maintain on-going effective dialogue with the State of Ohio, all departments of government, NAMI Ohio affiliate organizations, various other mental health state-wide and local agencies involved with mental health services and with the public.
• In conjunction with the Board of Directors, develop and maintain all strategic planning that furthers the mission of NAMI Ohio.
NAMI Ohio, the National Alliance on Mental Illness of Ohio, helps individuals and families affected by serious brain disorders. Formed in 1982 by a small group of concerned family members, NAMI Ohio is working to make a better tomorrow for people with mental illness.
One in four Ohio families copes with mental illness. Individuals affected by mental illness come from all walks of life. They are students, doctors, grocers, civic leaders, coworkers, lawyers, neighbors and friends. Mental illness could affect the person you meet in the elevator, the person you car pool with, the chef at your favorite restaurant or possibly you.
Over 550,000 Ohioans have serious biologically based brain disorders, often called mental illness. These disorders are not curable or preventable, but they ARE TREATABLE. Many families exhaust all of their resources getting care for their loved ones. They must struggle with stigma, discrimination, and other challenges in receiving the care they so desperately need.
NAMI Ohio and its 55 affiliates play an active role in providing support, education and advocacy throughout Ohio. Volunteers teach classes, facilitate support groups and provide referral services to the community at large. NAMI Ohio is “the State’s Voice on Mental Illness.” Leadership of NAMI Ohio is crucial in maintaining services for the citizens of the State of Ohio.

MONTGOMERY COUNTY: Executive Director
Montgomery County is seeking an Alcohol, Drug Addiction and Mental Health Services Board (ADAMHS) Executive Director. The selected individual will work at the will of the ADAMHS Board of Directors.
ABOUT THE CANDIDATE
The Alcohol, Drug Addiction and Mental Health Services Board (ADAMHS) for Montgomery County is seeking an experienced professional to lead our agency to enhance the behavioral health of Montgomery County residents to improve and promote mental health, to facilitate the process of recovering from mental illness and chemical dependency, and to prevent the abuse of alcohol and other drugs.
The Executive Director manages and directs all operations of the Board. The Board funds and monitors services that are provided by a network of over 40 contract agencies and 18,000 clients, with responsibility for over $62.5 Million annually.
Reporting to the 18-member Board, the Executive Director (ED) supervises a staff of 28. The ED serves as the top administrator of the organization with responsibility to oversee the publicly funded behavioral healthcare system. This includes working closely with the Montgomery County Human Service partners, promoting fiscal accountability at the Board and contract agencies, implementing the recently adopted Strategic Plan, and revenue generation.
The ideal candidate is currently serving or has previously held a top executive position of a publicly funded comparable ADAMHS Board, Behavioral Health Care, or Human Services Organization, as the “number two” executive in a larger organization or five years in a senior or leadership management position. The person chosen shall have 10-12 years of behavioral health care experience with 5 – 7 years of senior management, good interpersonal skills, be a consensus builder, a team player and have financial and service planning expertise Alternative experience may include an executive position in a health care or human services specific organization with an emphasis on community health issues. A Master’s degree is required; a PhD, MD, JD, or other degree is desirable.
POWERS AND DUTIES GENERALLY:
The ADAMHS Executive Director shall:
- Assure that all local, state and federal laws and rules pertaining to Montgomery County ADAMHS Board operations and functions are adhered to.
- Develop and maintains key professional relationships with business, community, legislative and other human service leaders that helps to further the Mission and Strategic Direction of the Montgomery County ADAMHS Board
- Be responsible for assuring that services delivered by contract providers with the Montgomery County ADAMHS Board are accessible, of high quality, cost effective and accountable.
- Assure that the Montgomery County ADAMHS Board financial system meets the highest accountability standard. These are managed within budget guidelines established by the Board of Directors.
- Maintain on-going effective dialogue with Board of County Commissioners and various other local, state and federal agencies pertaining to mental health, alcohol, and drug services.
- Work effectively to obtain input from both primary and secondary consumers within the mental health and alcohol and drug systems to assure the responsiveness of the system of services offered to meet their needs.
- Perform any and all other duties as mandated or requested by the Board of Directors.
COMPENSATION
The starting salary for Executive Director of ADAMHS will be market competitive, depending on the experience, qualifications and salaried history of the selected individual. The expected starting salary will be in the range of $120,000.00 To $150,000.00. In addition, Montgomery County expects to provide an excellent fringe benefit package.

Would you like to manage multiple, large, data-bases, “crunch numbers”, conduct interesting statistical analyses, and provide feedback to mental health and substance abuse agencies? Would you like to learn an innovative service planning, evaluation, and quality improvement approach? Synthesis, Inc., a research and consulting organization in Columbus, Ohio, seeks a bright and creative evaluator/researcher to do all this for our Cluster-Based Planning Coordinating Center of Excellence.
If chosen, you will supervise the transfer of service, billing, and outcomes data to Synthesis from mental health agencies around the state. You will work closely with agency program and MIS managers and will be responsible for the management, storage, and security of these large databases. You will conduct statistical analyses to assess differences and changes in service utilization, billings, and consumer outcomes. You will also work on other consultation and research projects using Synthesis’ Cluster-Based Planning and Outcomes Management approach.
This is a full-time position with some travel required. We are looking for an individual with advanced training in mental health or other human services, advanced training in research and statistical methods, and knowledge of SPSS, ACCESS and spreadsheet software. Corporation for Supportive Housing: Senior Program Manager
The Corporation for Supportive Housing (CSH) is a national, nonprofit organization that helps communities create permanent housing with services to prevent and end homelessness. CSH advances its mission by providing high quality advice and development expertise, by making loans and grants to supportive housing sponsors, by strengthening the supportive housing industry, and by reforming public policy to make it easier to create and operate supportive housing. CSH delivers its core services primarily through staff stationed in 13 states (Arizona, California, Connecticut, Illinois, Indiana, Michigan, Minnesota, New Jersey, New York, Ohio, Oregon, Rhode Island and Texas) and the District of Coiumbia. CSH also reaches many other communities that request assistance from its National Program staff. The CSH Ohio office was established in 1999 to promote the development of supportive housing to end long-term homelessness through our core products and services: capacity building for a robust and high quality supportive housing industry, financial investments in and technical assistance to produce supportive housing units, policy reform to pave the way for easier development and operations of permanent supportive housing and research and evaluation to demonstrate the impact of permanent supportive housing. CSH Ohio works closely with state and local government and nonprofit and for profit organizations throughout the state of Ohio to inform policy change, to create new, and sustain existing units.
CSH seeks to hire a Senior Program Manager. The position will be responsible for program implementation and monitoring of contracts and provider performance, and funder relationships of the Returning Home Ohio project. T he Returning Home Ohio project is a reentry supportive housing program operating in five Ohio cities with seven contracted nonprofits targeting eligible persons who are released from thirteen state of Ohio prisons. The position will also be responsible for providing technical assistance, training and predevelopment assistance as needed for CSH’s nonprofit and for profit partners. The position will also take a leadership role in state and local reentry initiatives that meet the mission of CSH. This position will work out of CSH’s Ohio office, but may also be required to compiete CSH Midwest region work from time to time.
• Manage contracts with government partners inclUding the Ohio Department of Rehabilitation and Correction.
• Manage and track grant or contract-related expenditures for Returning Home Ohio, completing required reporting to funders accurately and timely.
• Prepare internal documents as required for subcontracts and grants to Returning Home Ohio providers, monitoring providers grant spend downs, and assuring financial accuracy of government funds.
• Work closely with the Finance & Accounting and the Project Development & Finance units to accurately disburse and track program funds.
• Implement Returning Home Ohio program guidelines, providing assistance and direction to providers as needed, communicating effectively with ODRC personnel, tracking data as required, and managing the project effectively.
• Conduct routine on-site monitoring of provider’s performance insuring positive outcomes.
• Develop recommendations and implement as approved by Director and ODRC on increasing positive outcomes of the project.
• Work with national Innovations and Research unit, ODRC personnel, providers and Urban Institute to complete the rigorous evaluation being conducted on the project by the Urban Institute.
o Write and present as needed on the implementation and outcomes of the Returning Home Ohio project, and the value of supportive housing.
o Establish and maintain high quality relationships and partnerships with key stakeholders, particularly with staff from
state agencies, Ohio Housing Finance Agency, state prisons, the Continuums of Care, housing authorities, community corrections organizations, behavioral health Boards, and community-based supportive housing providers and non-profit and for-profit housing developers who are the recipients of CSH technical assistance and funds.
o Identify and disseminate supportive housing models and related materials that refiect best practices and innovative
approaches to meet the needs of various stakeholders.
o Participate in Ohio’s training Institutes as a trainer and technical assistance provider on topics that could include housing development, property management, supportive service provision, tenant leadership and accessing funding for capital, operations and services.
o Represent CSH effectively at local reentry coalitions, Continuums of Care or other designated bodies that advance the mission of CSH and/or meet the needs of Returning Home Ohio.
o Assist the Director with representing CSH effectively at state or national events as needed.
o Perform any other department or agency-related duties or special projects as directed by supervisor.
o Travel throughout Ohio and occasional travel regionally and/or nationally as required.
o Assist the Director with fundraising proposals and contracts as requested.
o Implement programs and projects, with moderate guidance.
Qualifications
o Bachelor’s degree strongly preferred; advanced degree in related field a plus. Relevant work experience may be considered in place of degree.
o Minimum of five years of progressively responsible work experience in project management in a non-profit social service, health care, or affordable housing selling. Must demonstrate a working knowledge of program implementation and monitoring.
o Experience in affordable/supportive housing, project management, mental health, homelessness and/or working with housing authorities strongly preferred. Knowledge of the populations best served by supportive housing preferred. Knowledge of service provision in PSH, especially Medicaid based services is a plus.
o Excellent wrillen, presentation, facilitation, and interpersonal communications skills.
o Ability to organize and manage multiple projects at one time.
o Experience monitoring contract and program compliance required.
o Presentation and training skills desired.
o Proven ability to establish excellent relationships and work cooperatively with individuals, groups and organizations
diverse in mission, composition, function, capacity, and geographic location.
o Demonstrated ability to work effectively with professional staff, government agencies and community-based organizations.
o Familiarity with relevant state and local policy as well as financing mechanisms for operating and support services.
o Must have the ability to work independently with minimal supervision, and be able to represent CSH in public forums with high level of professionalism.
